CERATH Development Organization (CDO) is a non-profit entity focused on catalyzing development in Africa. CDO is operational in Ghana, Liberia and Sierra Leone CDO has five main intervention areas. These are (I) Agriculture (II) Fisheries (III)Renewable Energy (IV)Water Sanitation & Hygiene (WASH) and (V) Inclusive Finance and Renewable Energy –– the organization focuses on uplifting underserved communities with the ultimate aim of contributing to sustainable development across West Africa.

Position Summary

CDO is seeking to hire a dynamic and experienced Human Resource (HR) Manager to lead and strengthen its HR systems and practices. The ideal candidate will play a strategic role in shaping organizational culture, enhancing staff performance, and ensuring compliance with labor regulations and internal policies.

Duties and Responsibilities

  • Develop and implement HR strategies aligned with CDO’s mission and operational goals.
  • Oversee recruitment, onboarding, and staff development processes.
  • Manage performance appraisal systems and support continuous learning.
  • Ensure compliance with Ghanaian labor laws and organizational policies.
  • Administer salary structures, payroll inputs, and benefits programs including annual leave allocations, health and retirement plans.
  • Foster a positive work environment that promotes collaboration, accountability, and staff well-being.
  • Provide guidance on conflict resolution, disciplinary procedures, and grievance handling.
  • Prepare monthly and quarterly HR reports and contribute to organizational planning and audits.

Required Skills or Experience

Qualification, Experience and Skills

  • Bachelor’s degree in Human Resource Management, Business Administration, or related field (Master’s degree is an advantage)
  • A member of a recognized professional body is advantageous, but not mandatory.
  • Minimum of 5 years’ experience in a similar HR leadership role, preferably in the development or nonprofit sector
  • Strong knowledge of Ghanaian labor laws and HR best practices
  • Excellent leadership, interpersonal, communication, and organizational skills
  • Proven ability to manage sensitive issues with discretion and professionalism
  • Proficiency in HR software and Microsoft Office Suite
  • Proficiency in data analysis to support workforce planning and HR decision-making. 
  • Ability to work collaboratively with cross-functional teams
  • Problem-solving, conflict resolution and decision-making abilities.
  • Ability to manage multiple HR functions and balance short-term needs with long-term strategic goals
  • Familiarity with HR software and systems for payroll, recruitment, and performance management.
  • Strong understanding of Ghana labour laws, employment regulations, and HR best practices.
