HKN seeks a Monitoring, Evaluation, Research and Learning (MERL) Specialist to provide technical leadership for monitoring, research, data analysis, and learning activities across project districts.
Key Responsibilities
- Lead the design and implementation of the project MERL plan, ensuring alignment with program indicators, baselines, and targets.
- Support baseline, midline, and endline studies and lead operational research to inform program design and implementation.
- Collect, clean, analyse, and validate program data, ensuring accuracy and completeness.
- Automate data cleaning and analysis processes using tools such as Power BI, Excel, or statistical software.
- Build and maintain the project’s database and GIS outputs to support data visualisation and improve the quality of reports.
- Ensure timely reporting of CHV-generated data and strengthen integration into DHIMS2.
- Conduct field monitoring visits and provide supportive supervision to CHVs and CHNs on data collection and use.
- Contribute to the preparation of quarterly and annual performance reports.
- Support the design and updating of electronic data collection tools.
- Contribute to annual work planning by providing evidence and aligning with national and donor reporting frameworks.
- Capture and document lessons learned, success stories, and case studies for dissemination to partners and stakeholders.
- Facilitate regular learning and reflection sessions with project teams and stakeholders to promote adaptive management.
- Perform other related duties as assigned by the Project Manager

Required Skills or Experience
Qualifications and Experience
- Bachelor’s degree in Public Health, Monitoring & Evaluation, or related field, a Master's degree is preferred.
- Minimum of 5 years’ relevant experience in MERL, preferably in health systems, community health, or development programs.
- Demonstrated experience in operational research and evidence generation for programming.
- Strong skills in data analysis and visualisation using Power BI, Excel, and statistical software (SPSS, STATA, or R).
- Experience in GIS mapping and database management is highly desirable.
- Knowledge of Ghana’s health information systems (DHIMS2) and familiarity with community health programming.
- Experience with electronic/mobile data collection tools (e.g., Kobo, SurveyCTO).
- Strong understanding of gender and youth-sensitive monitoring approaches.
- Excellent report writing, presentation, and communication skills.
